Right-click on the header of one of the other panels and check Basic in the dropdown.

however the basic issue remains is there a error in Lightroom 5 known to
Adobe? If so why hasn't it been dealt with before now? And, how can I
ensure it doesn't happen again?

There is no error. The checkmark list is so you can hide some rarely used panels and not have to scroll through them to get to the ones you do use. This is by design. I usually have Split Toning and Effects hidden most of the time as I rarely use them.
When you say you bought LR about a month ago was it In A Box or was it a Download? If a Download did you download the Stand Alone version or the Creative Cloud desktop version?
