If you mean that the whole "presets" pane is missing, you can right-click on any of the pane titles and select it back into the list.
If you mean that a single preset seems to have gone missing, you will probably need to search for your files ending in ".lrtemplate" using your operating system tools

have lost all user presets a few times since the last LR update….have to toggle in LR preferences presets window the location to not store presets with the catalog (deselect strore with catalog selection) …. think a bug lurks there.
HI, I have a similar issue recently I purchased a new Laptop and downloaded the CC File Manager which allowed me to once again download the CC Apps. However I no longer have all my User Presets and those were paid for by outside vendors, Is there a way to retrieve these presets? I only see the basic presets in my window? I still have access to my Lr on my previous laptop, can I get those and copy them to re-install on my new laptop?

Presets are stored in the user account, Library, Application support folder by default unless you change the preferences to store with the catalog. I'm guessing your Lightroom lost it's connection to that folder until you toggled the preference on and off. I'm not sure why it would do that.
