Best setup for hard drives, processor, and RAM

I am currently planning to build a new computer to run Adobe Production Premium CS6. I will mostly be using Premiere with HD footage from my Nikon DSLR and exporting to H.264 in MP4 format. I have a few questions regarding the best setup considering that I have a somewhat limited budget.

For hard drives, I currently have a 2TB external drive that has my media and exports from previous projects. It connects by USB 3.0, but since it is a portable drive, I assume it is 5400RPM, but I don't know. I am considering the following setup:

      Internal:

      1TB HDD: OS/Software

      128GB SSD: Media Cache/Scratch Disk

      External:

      2TB HDD: Media, Exports

Is there a better way to do it?

Also, because of my budget, I may have to choose when it comes to CPU/RAM. Which would perform better:

Intel Core i5 with 16GB RAM

Intel Core i7 with 8GB RAM

And if I must, would i5 with 8GB RAM perform well?

      Thanks so much,

      Caleb
