What version number of AE are you using (down to the last decimal)?
What happens if you drag just the first TIFF in a sequence into AE?
What happens if you drag a folder containing nothing but a TIFF sequence into AE?
Also, as much other technical info as you can would likely be helpful. Computer specs, source of the TIFF files, etc.

If I drag the first file in then it just brings in that file on its own, regardless of whether the sequence tickbox was checked the previous import. I can drag each file in on its own no problem.
If I try to drag in the folder containing only a TIFF sequence I get After Effects error: file 'Folder name' cannot be imported - folder contains no files.
This particular sequence came out of After Effects. It renders fine to the server. Sequences from Flame do not import either.
I've just rendered 5 seconds of turbulent noise to our server as TIFF, JPG, PNG, DPX and EXR sequences. No issues with exporting. I cannont import any of it back in as a sequence, forget what I said about JEPG sequence earlier, that doesn't work. I get the "After Effects error: Can't import as sequence. Found no matches for selected file name" on every sequence. I can import any file from any of them sequences as an individual file.
Premiere is able to import all five of the sequences expect the EXR for which it does not support.

Well, that's just weird.
Try bringing it to a local drive instead of from the server.
Also, try in version 12 (both locally and from the server).
I work locally 98% of the time anyway. It's just that when I have to make
an amend to a job which is on the server it would be easier to do it there
than having to copy over potentially 100Gb worth of files and footage for
that one job.
Very frustrating and I can see it being another one of those issues that
the AE will sweep under the carpet. Don't even get me started on
Multiprocessing is kinda icky for everybody. (Happily, the Adobe team is working on redoing AE's core, so that will go away.)
Your issue, on the other hand, is really bizarre. I work with image sequences from a RAID server all the time (as do many others) and yours is the first time I think I've heard of this issue. It's got to something very specific about your setup that's going weird. What kind of RAID server are you using? I'm afraid we're going to need a lot more really tedious information. I mean, if this is going to get solved, it's going to be in technical minutia.
In addition to this user-to-user forum thread, I'd suggest contacting official Adobe support and escalating it up the chain.
Same exact issue for me as well. I'm on AE CC2014 Ver. 188.8.131.52 I discovered though that if I drag the files locally, it works. Weird indeed.
