This may not be 100% accurate in a technical sense, but the way I'd explain it is: Various Adobe apps and related font management and/or font "cache" routines compile font-name lists and store them in those .lst files you've seen. They are simply lists of font names. There are no fonts or font data contained within.

If all you have is the .lst file, you can't. You need the fonts themselves.
