It looks like you didn't let the audio fully conform before you started editing it.
Delete the file from your project and re-import it -- then wait a couple of minutes until the sound file has been conformed. (Premiere Elements usually indicates this in the lower right of the program, depending on which version of the program you're using.)
I have a different perspective on what you are reporting....here is my contribution to your question that I am offering for consideration.
In the far left column of the Timeline, look to the Soundtrack and where it says Soundtrack. To the left of word Sounttrack is a speaker looking icon.
That icon controls the "Audio Track Display Style". There are two different Audio Track Display Styles.
Audio Track Display Style - yellow horizontal line, waveform, green background
Same as above, but the alternative Audio Track Display Style - black horizontal line, no waveform, green background.
Please click on (toggle) that Audio Track Display Style icon and let us know if that applied to your situation.

Turns out, it was just the display as ATR suggested. I was unaware of the "conforming" issue so your tip will help me watch for it when importing files in the future.
I'm not sure what you're asking me to fix.
