Research "Bad Video." It's easy. But it does require a fundamental familiarity with how AE functions. That usually takes a couple of weeks.
As Bogiesan says, this is not something you can just jump into. For your own sanity's sake, I would suggest you start here: Getting started with After Effects It may look like an intimidating wall of text, but trust me when I tell you that it's a lot less intimidating than trying to use After Effects without going through it all. It's the fastest free way I know to get up to speed on using AE.
You can do this with the built-in tools of AE but, if you have it, Red Giant Universe has some very useful effects to do this kind of thing.
