From your description, you are using the Shake Stabilizer in Premiere Elements 13/13.1.
You are going to have to create your own project preset for 13/13.1 or find another program for your video
Take a look at the following that helped a user with the same type of issue that you are facing. In that case,
the video was 2.7 K sizing. But, principle is same in your case and that one.

Add On...What is the exact frame rate of this 960 x 540? If your phone is recording with a variable frame rate, then we
have the complication of a variable frame rate instead of a constant one. In that situation, the video may need to go first
into a program like HandBrake to convert the variable frame rate to a constant one.
Thanks ATR, I substituted the 960 x 540 dimensions into the location you directed me to. The frame rate was a set 29.97 so that was all good, I have now stabilized and it worked well. Thanks for the detailed step by step easy to follow directions. You rock!
