Hi I am trying to set-up e-mail with attachments.
The attached code will send an e-mail but not the attachment.
tested it on my machine locally and the attachments forward
to an assigned directory. For whatever reason the ColdFusion server
does not receive the attachments. The log files show up but no attachements.

What version of CF are you using?

The "enablecab" attribute was deprecated last century! Do not use it.

Your cfform tag needs to be:
<cfform action="tonysSendMailAction.cfm" method="POST" enctype="multipart/form-data">

The "multipart" stuff primes the browser to send files.
