What seems to be working for many is to do the Help Menu/Updates from within an opened project with the antivirus and firewall(s) disabled.
Have you been there and done that yet?

Is your Premiere Elements 13 on Mac computer?
I have not seen much in the way of alternatives coming from Adobe on the Premiere Elements 13.1 failed updates.
But there seems to be several discussions on U44M11210 in the CC products...one
You could try the uninstall, free ccleaner, reinstall with antivirus and firewall(s) and then try for the Help Menu/Update for 13.1..
The CC people seem to have the advantage of an online download of their update as well as the one via the Help Menu/Update.
Premiere Elements does not have that perk - update only via Help Menu/Update.
Please review and consider and please let us know of your progress as your schedule permits.
Hi A.T. I am running a non-Mac machine. I guess I will just have to try to fix it on me own. There are a lot of answers to this problem for CC but not for Elements 13. I just don't understand how a company like Adobe would not give a fix for this problem. I really get tired of paying money for something and it will not work then have to spend my time and money to figure it out on my own. Maybe if we all made them return our money until they take care of the problem it would get fixed faster. Thanks for your help anyway.

links to information that I have been compiling on it.
I would prefer to have the safety net of downloads from Adobe for these program and camera raw updates for
Elements programs, but it just is not happening.
I will keep watch for Adobe or other solutions for this updating issue.

In the discussion after the article, Philomena Dolla (presumed a member of the web site) writes that U44M11210 is a known issue.
Philomena Dolla's suggested fix involves creating a new user account with administrative privileges, installing and running
Premiere Elements 13 there to do the Help Menu/Update. The expectation is that the update will be successful and will then become available to
other users on that computer.
