I do not see a way to separate audio channels to edit them separately in Premiere Elements (any version).
Premiere Elements does have audio effects including Balance, Fill Right/Fill Left, and Swap channels, but that is not what you are seeking.
I would refer you to an audio editor such as the free Audacity for what you want to do.
I am not sure if this is close to what you seek
But, the opportunity seems to be in Premiere Pro, not Premiere Elements
Please review and consider and then let me your thinking on the matter relating to your Premiere Elements 12 (what operating system).
I dont find those options on the premier elements 12 iam working from a PC windows 8
Thanks .. now that I have located that feature ... I'm not sure how to use it .. I'm used to having multiple audio rows if I add music or something ... Im not sure why or how to adjust or delete one channel when the appear in the same row .. ??

Please get an introductory explanation for the audio effects mentioned in the following Premiere Elements Effects Reference.
In the introductory contents, click on show all, and the click on audio effects. Then scroll through the audio effects descriptions.

It is the effect that will define what is done as per its description. You will not be doing any deletion. Again, this is not Premiere Pro which
would have the feature described in the link supplied to demonstrate what is not available in Premiere Elements. Did you take a look at
