I don't have any books or links to point you to, but I can tell you what I do. I have my ui in xml files that can be selected at startup or changed at any time during use. The selection is then stored in a sharedObject to remember the user's preference. In Flex, I just bind the values returned from the XML to the display structure. It works well for me, but my ui is fairly simple.
You are going to have to get up to speed on using the AS ResourceBundle class. I have found only one book from which I have learned a lot about this G11N business: Ben Forta’s Advanced Macromedia ColdFusion MX7 Application Development. Read Chapter 23 and visit chapter author Paul Hastings’ web site. Although this is not a Flex book, that chapter is the best source of information I have found on the subject; a lot of what you will learn there can be applied to your situation.
