Layers are document wide but reflect the items on each spread. Try changing the Spread and see if different objects don't appear.
Expandable (Illustrator Style) Layers was not added until CS5....

Look at this it is totourials for CS3 and 4, on the picturte there is sublayers.
Need more? The article is from 14 of June 2009, CS5 was first realesed 30 of April 2010.
I'm just confused why my CS4 dosn't show sublayers.
I have had the possibility to check on the CC version, unfortunately I can not work on that computer, and there are other compatibility problems, but it opened the file from CS4 with sublayers I could see.
So I know it is possible but just don't know to enable it, will you help me?
The sublayers shown in that tutorial were in Illustrator. It shows how to access those layers within InDesign, but it's not through the InDesign layers pallet. It's under Object > Object Layer Options.
