Premiere Elements 13 Windows 8.1 (assumed 64 bit).
From what I have read, the Canon XF100 uses the MPEG2 Long GOP video compression, however it uses a MXF file extension (container/wrapper format).
Premiere Elements (any version) does not support MXF files.
Based on existing information, you would need to convert the MXF file to another format which is supported by Premiere Elements.
Apparently lots of the MXF converters available online.
Have you been there and done that?

I have a tried a few downloads of MXF Converter software and they worked but I was not happy with the results.
I am this morning returning the camera to the retailer to get a full refund of my money

Best wishes for your decisions on video equipment and production choices. Perhaps the retailer has had some
experience with the MXF converters and can direct you to one that you have not tried and may work great.
I do not have any experience with MXF Conversion software otherwise I would do some first hand exploration
of these converters for you.
Your advice pointed me in the right direction and it is Canon that have annoyed me but as in all large companies you cannot get to those in real power so my retailer has got a lot of flak from me and can now sort out the mess
I am now strongly considering buying a Sony
and hopefully I will not end up back on here LOL
