I tried this several times and it hasn't worked.
I found the opm file and moved it to the desktop. I signed out and was able to sign in. Closed then opened Indesign and the CC Library window is still unresponsive.
what's the cc library window?
Maybe you would call it a panel. I'm speaking of the panel within Indesign.

Try uninstalling InDesign, and install again using the Creative Cloud desktop app. You can see the Uninstall option when view the name "InDesign CC 2014" in the CC desktop app. Click on the gear icon to uninstall.
Do you see the CC Library panel in Illustrator CC 2014 and Photoshop CC 2014?
Just want to say that I was having the same issue... Libraries were blank.
Started just after CC 2015 was installed.
Called Adobe support... said it was a know issue.
Also had the Creative Cloud application crashing a lot. And, both InDesign and Creative Cloud updated last night, so, these were the latest versions.
Spoke with a guy with tech support, allowed him access to my system.
The thing that I think fixed it... quit all of the background apps that were running in the Activity Monitor.
He said one was hung and that it should allow Creative Cloud to work again.
Well, now, even my libraries are showing! Not just in InDesign, but also in Illustrator, where they were also blank.
So, bottom line... trying quitting all of the background apps for Adobe in the Activity Monitor.
