What version of Premiere Elements and on what computer operating system is it running?
What are you using as the tracking object?

I Have premiere elements 13 on a mac
I was hoping to use the arrow to point him out but the track box won't event track him. I have also tried to highlight him or spot light it but, that won't track either (although I could be doing that wrong)
Anyway I can track him would be awesome!
From where are you getting the arrow? From Graphics?
Motion Tracking with an arrow in graphics would be one idea.
But, if that is not working...
You can put an arrow on Video Track 2, your son's video on Video Track 1 and keyframe the position of the arrow on 2 to move with your son's location in the video on Video 1.
Let me give you an example for the Motion Tracking in 13.

After weighing all factors, I am suggesting that you look at the Freeze Frame/Arrow or Circle way rather than the Motion Tracking/Arrow way.
