What sort of problem are you having? You may not really need to replace the file. That .dll file is used by more than one application, and I believe is associated with licensing verification, which often is solved in other ways than replacing the file.
That said, if you know which version (and which copy of that version) is causing the problem you may actually have another copy on your system already.
If there's a serious problem involving program corruption, reinstalling may be a better bet, but it would help if you provide more details, including the OS and exact error message.

it is in Dutch. It says it can not launch the program correctly (0xc000007b)...
I'm using Windows 7 and have had a similar problem with Lightroom...
