What version of Premiere Elements do you have and on what computer operating system is it running?
Where is this "one file going into 20" located at this time....saved hard drive location, and what are the properties of these file - DV AVI Widescreen or other?

If you have not already, I would try the Expert workspace's Preview Windows trimming of the import as described in the
link in post 1.
You can cut the Timeline video with the scissors tool tab on the stem of the Timeline Indicator which is placed at the cut point.
You can selectively export portions of the video, essential features
a. positioning the gray tabs of the Work Area Bar to span only the area for export
b. having an export that includes the option "Share Work Area Bar Only" and making sure it is selected
in the export settings.
The screenshot is from version 10, but the principles are the same for 13. In 13, Publish+Share = Share.
The gray tabs can be set with shortcuts.
a. Move the Timeline Indicator to the beginning of the segment, as you hold down the Alt key of the computer
main keyboard, hit the left bracket key [
b. Move the Timeline Indicator to the end of the segment, as you hold down the Alt key, hit the right bracket key ]
