This are no user controls/preferences within Premiere Elements 11 regarding the program's interface fonts and background brightness and contrast.
Have you gone to Control Panel and the Display for possible adjustments there for 100% - 125% - 150%?
Windows 8.1 no longer appears to have the function to adjust the display 100%-150%... This seems to be a common compatibility issue with Elements 11 running on Windows 8.1. It seems to me either Adobe or MS needs to come up with a patch to fix this problem.

It seems to me that you might consider version 11 might have been created when Windows 7 was the dominate MS product. The features list for the current PrE version 13 has the statement "Support for High DPI on Windows and Retina Display on Mac means you always see your photos and videos full res — no compromises."
I'm not sure what that means. You might consider installing the trial and see how it works. No matter what you do, video editing with any brand of software on a 13" screen is going to be only for those with stellar eyesight and a fine touch!

the choices are 100% and 125%.
There are some user "Custom Sizing Options" and other under that. But, if you have all the settings maximized, it would seem that you have
the best viewing situation for your particular setup.
I do not see the opportunity for improving your situation in this matter moving to Premiere Elements 12/12.1 or 13/13.1.
