How are you applying color to clips in Premiere Elements 11 and with what specific feature?
What are the properties of the original source video? Can we assume that the clip represents a video and not a still?

Thanks for your reply! I am highlighting the mp4 video track in my timeline, then clicking one of the preset adjustments in Temperature and Tint
Thanks for the reply.
When using Temperature and Tint under the Applied Tab/Adjustments Palette/
a. have you read through the Adobe document on this feature?
b. Have you looked at fxEffects/Presets/Color Effects
are you seeking this type of color enhancement?
thank you for your reply!. I have applied the effect already, but it is not uniform across the video clip. I checked to be sure that there were no keyframes on the clip, and there are none. I started a completely new project, and the same thing happened in the same spot On the clip as well.
Thanks for the update.
Would it be possible (without invading your privacy) to post some jpg screen captures (freeze frames) of the video sections with the uneven
Temperature and Tint that you are observing?
Please remind me if, before the temperature and tint, any other effects were applied to this video?
In all your troubleshooting, have you had any evidence that monitor calibration might be involved in any of this?
