What version Premiere Elements and on what computer operating system?
From the mention of the issue, I suspect you are working with Premiere Elements 13/13.1.
Assuming Windows 7, 8, or 8.1 64 bit.
If so, delete or disable the OldFilm.AEX file.
Local Disk C
Adobe Premiere Elements 13
and in the NewBlue Folder is the OldFilm.AEX file that you delete or disable by renaming OldFilm.AEX to OldFilm.AEXOLD.

I've done as you suggested and it appears to have done the trick. I downloaded the latest version of Elements 13.1 and had to remove same file, but no pop-up screen appeared after launching programme.

Adobe's PRE_help post that suggested fix a while back, and it has work for essentially all
who have reported the problem in 13/13.1.
