if you need movieclip_2 to play as soon as movieclip_1 reaches its frame 40 you'll need to preload movieclip_2 so it's ready to play.
in any case, you'll need to use preloader code to determine when movieclip_2 has loaded so you can then direct it to its frame 10. if there's no stop(), or conditional stop() on frame 20 of movieclip_2, you'll also need to initate a loop that continually checks if movieclip_2 has reached frame 20.

Movieclip 2 will have already played once if that makes any difference (wouldn't that mean that it has already been loaded)?
yes, if Movieclip_2 has already played. it's been loaded so that's one less issue.
can you control Movieclip_2 by using Movieclip_2.gotoAndPlay(20)? do you have a stop() on frame 40 of Movieclip_2?
