That's probably your internet provider using an odd IP-address. Try another method, e.g. if you use some form of Wireless, switch to another carrier or try a hardline.

How did my country get set to Wallis and Futuna? I've never heard of that country. Should I suspect some kind of virus or IP routing hacks? Or does Adobe just suck at data? The excuse that I can't change my country for tax reasons doesn't sound right to me.
The country is selected by the user when the ID is created so I'm not sure what might have happened here. Please go ahead and set up a new ID with the correct country.
