Running ExtendScript from the command line isn't the best workflow; build a panel first, and fire your ExtendScript from there.

I saw panel sample and there were js, jsx, zxp files.
And I saw PPro_Panel_QuickStart_ Guide.pdf too.

How to provide your panel (and any desired collateral files) to users.
Nowhere says how to make panel.
I found PProPanel.jsx and PProPanel.zxp files in same folder, so I thought zxp file was made from jsx file.
Could you tell me how to make panel or zxp file?

To make panel, I have to use Adobe extension builder 3 at eclipse!
No, that is obsolete. Please follow the instructions in the getting started pdf I mentioned earlier.
