See what you can find out for you from my experience:
Different product, maybe same solution:
Uninstall ExtensionManager CC through the Creative Cloud app.
Do a restart of the computer.
Reinstall through the Creative Cloud app.
If that would not help, hm, yes, then come back here and ask again, before you do entirely uninstall all apps under Creative Cloud app.
Installing Adobe ExtensionManager CC as the last app in the chain of installs could work as well.
