On what computer operating system is your Premiere Elements 10 running and what video card/graphics card does the computer use.
If a NVIDIA GeForce card, then that is likely the cause of your problem. This is a known Premiere Elements/NVIDIA GeForce issue which
forces the user to roll back the driver version to May 2013 in order to use Premiere Elements 10 on that computer.
If that is the case, I can help you determine if there is an old enough NVIDIA GeForce driver version available for your situation.
Also, do you have the latest version of QuickTime installed on your computer along with Premiere Elements 10 and are you running the
programs as administrator?

Thanks for the replies. Sorry for delay in answering as I have been away for a while.
I am using Windows 7 with a NVIDIA GT610 card, so it seems I do fall into the problem category.
I assume my course of action is either:-
1. Update to Elements 11 or higher.
2. Try and download earlier PE10 drivers.
Are the drivers easily available, or is it simpler to download PE11?

But, if I were to plug your information into the NVIDIA GeForce driver search, I am not finding driver version old enough (around May 2013) to use for the roll back necessary to get Premiere Elements 10 to work with a computer that uses a NVIDIA GeForce card. This seems to be the case for the "Recommended/Certified" list as well as for the "All" list. The "Beta" list seems to have even older drivers. You could explore and experiment to find a non current one and determine which is the latest older driver that will work for you.
The downloads would come from NVIDIA according to its web page's instructions for download and install.
Moving to a version other than 10 would get you out of this issue specific to Premiere Elements 10 and NVIDIA GeForce.
