Photoshop CC will not finish installing

I recently downloaded CC and Lightroom and Photoshop installed without a problem. Then, an update was identified for Photoshop. It seemed to download and install fine until the end. It never finished the update process.

I've restarted my Windows 8.1 computer many times and opened and closed CC apps many times since then. They all work fine. Every time I start up the computer, CC tells me I have an app with a pending update and it shows this screen.

How can I get the update to complete? Thank you for any assistance you can offer!

Thank you, John, for the quick response. However, I don't have a firewall and it's not a browser issue. The CC updater is not in a browser. It's its own app.
