The tutorial you posted shows exactly how to do what you want to do using Mocha for the tracking. There is not as much movement in your shot so you could just use the tracker to track the back of the hand tracking scale and rotation, then apply that to your burned skin effect.
There is a ton of other things that you could do to this video to make it more convincing like adding light from the fire and color grading to emphasize the fire.

I tried but I don't know how to track the hand with the tracker because it's enough different of the tutorial. What should I to track exactly on mocha ? I have not found a tutorial who shows this type of tracking

You use exactly the same technique. Just draw your splines around the back of the hand and track. It couldn't be much easier. Follow the tutorial exactly except when he draws on the face you draw on the hand.

Before to put the veins in a pre-compose with a white solid, they're black.
I tried 2 times, but same problem. It's maybe an option to disable?
