I think you would be better off creating that as a table inline with the existing text.
Table > Insert Table... and give your self 3 columns and however many rows you need. Leave the middle column blank, and add strokes to the bottoms of the cells in the outside columns to make the lines.

No. The table is a good solution for the case in the video where you have non-text and tabular content and you want it to move up or down as you edit your text. Anchored objects may also be a good solution in some cases, or just insert text where you need it (essentially the same as adding the table, but for non-tabular content).
