if that fails, uninstall, clean (http://www.adobe.com/support/contact/cscleanertool.html) and reinstall
What computer operating system is involved with the Microsoft Surface Pro? Windows 8 32 or 64 bit or other?
Do you ever get to the point where we can implicate the source media in any of this or do you ever get the Premiere Elements opened in that particular computer environment?.
Are you applying the "ground rules" of QuickTime install and running as administrator? What does that environment use for user accounts and rights?
on all Microsoft surface 3 pro computer runs the newest win 8.1 64bit.....and i have this problem from the beginning, the first install doesn't work.....i try it 3x....and of cource i choose the 64bit version....it is strange...lightroom 5.7 runs perfect on the same device. Anyway, Magix Video Deluxe 2015 Plus runs without problems...i decide to change.
