Here is some background on that ERROR: Media DB Error 12
In the likelihood you run into that "Ask the Community" situation, here are some starter suggestions to begin your troubleshooting
1. What computer operating system is involved with your Premiere Elements 13 install? Are you trying to install from purchased installation files or installation disc? Are you doing the install with antivirus and firewall(s) disabled. Did you purchased the program from Adobe direct or other? Are you installing the program in a school or company network?
2. Assuming Windows 7, 8, or 8.1 64 bit computer, please consider
a. uninstall the program the usual Control Panel way
b. do a free ccleaner run through (regular and registry cleaner parts) CCleaner - Download
c. reinstall the program with antivirus and firewalls disabled.
d. download and install the 13.1 update after the 13 has been successfully installed.
