I have two styles: a body text style and a headline style, and both are at 10 over 14, and both have the same paragraph styling, yet I'm seeing the headline snug up cleanly with the top of the text box, while the body text does not. This discrepancy causes my lines not to line up. In the screenshot, I put an extra capital T in on the body text so you can see it's not just a lowercase vs uppercase issue.
How do I get these aligned?
The best thing to do is to use baseline grids. Set them to 14pt and your text will always align on the baselines. You will need to update your paragraph styles for all text. If you need space before and after headings, you can set the baseline grid to 7pt and then you can use one and a half lines space above and half a line space below the headings.
I can simulate your problem but that doesn't mean your problem is here:
Take a look to the text block option (alignment based on leading) and maybe a different leading applied to the char style used for the blue text at the top of the second column!
