If I remember correctly, they did say they would put out a fix for Motion Sketch in CS6 (along with a few other issues). However, as I recall, they also said it would take a while.
The After Effects team has been very busy re-doing the underlying architecture of AE as announced here: next major update for After Effects CC revealed | After Effects region of interest
I'm guessing that after that gets rolled out, they'll have a bit more time to devote to some lower-priority projects.

Perhaps if they got earlier versions right before they go off to subscription models they'd keep their once good reputation intact.

11.0.4 is actually pretty rock solid barring the Motion Sketch bug. I know that some folks use that feature a lot, but they are in the minority.
If you know a lot of people who use CS6 and want to use the motion sketch feature, have them file bug reports. The After Effects team bases much of their priority level on the amount of customer feedback asking for certain things. They have a very small team considering the amount of work they're doing and any bug fix in one area takes away from bug fixes and development in other areas. They try to fix the biggest issues first. In this case, the squeaky wheel gets the grease.
