- Change in the CC desktop application the language
- Install ID in any other language you want
- Change the OS language to that language
- InDesign chooses the language according to the active language of the OS if available.

Your solution is really interesting but it's not smart change the OS language!

Something like Photoshop (in the pref i can choose the gui lang).
I think this is a very bad thing about a 2015 software like InDesign: what do you think?
We work on a daily basis with french and dutch documents. I leave ID in english, no problem at all. You can set the dictionaries as you like (uk, fr, nl....).
Build up your templates and documents with Paragraph and Character (and maybe Table, Cell and Object Styles) with this languages. You can work with these lanuages even if you have not installed that versions.
For changing only the content language is no need to change the UI language.

The problem is not editing documents but i need FRA Language for show some INDD features to a client (xml and xls).
The only solution is what I have written: Install additionally French and change the OS to French. Relaunch inDesign. InDesign takes always the language of the OS if installed.
