(The graphics card is an Nvidia GeForce GTX 460)
So - searched around and this seems to be quite common. But didn't see any answers.
Currently downloading Corel Video Studio VideoStudio Pro Trial.
There is a known serious issue involving Premiere Elements 10 on a computer that uses a NVIDIA GeForce video card/graphics card.
The solution is not to update the driver version for the card, but rather to roll the driver version back to May 2013. Lots and lots written about this.
The roll back remedy may or may not be available to you. What computer operating system are you using? If Windows 8 or 8.1 64 bit, NVIDIA may not have drivers old enough.
Please read the following and then with more information, we can decide what next.

I had considered that. I updated the graphics driver a few days ago and could simply use my Windows Image to roll back to that position. However; this is not an option. I use some other graphics software which requires the latest driver for my graphics card to fix issues it has.
I am interested. Is this is a problem with Premiere 10 only? If I upgraded to 13 (still using the latest drivers for my graphics card) are you saying that I would not have a problem?

Based on the history of Premiere Elements 10/NVIDIA GeForce, you would not be expected to have this issue with version 11, 12, or 13.
But, if going to 13 (which can be updated to 13.1 after 13 install) is a consideration, then please consider the free tryout of Premiere Elements 13 before purchase to assure the compatibility of the program with your computer environment and project goals.
Just want to make sure that none of the 13 removals will be important to your workflows.

I can confirm that this problem is fixed in Premiere Elements 13.
