On what computer operating system is your Premiere Elements 13 running? Have you updated 13 to 13.1 yet from an opened project's Help Menu/Updates?
How do you have the project's Scratch Disks set up currently - for each, location and amount of free hard drive space at the location?

As it stands, I can't be sure where to find the files since they aren't going where I had them.

What are you doing in the project when you get the message about the Scratch Disks?
I can such a dolt at time. The problem has been resolved and it had nothing to do with Premiere Elements! The OS had just been updated resulting in some strange problems that I had not realized were there. I work with external drives which did not take to the OS update. After the Premiere problem, I discovered that "Time Machine" was inaccessible. This caused me to check the external drive I use for movie editing. It had also become in accessible so running repair disk took care of the situation. So, all the frustration was due to Apple not Adobe!
