Keep getting "Startup error - Required resources are missing"

I want to reinstall my programs from Adobe Creative Suite 3 Design premium, but I keep getting this error message when I try to install and uninstall. Is there a way to fix or bypass this without having to buy a new upgrade program?

Uninstall and use the CS Cleaner Tool.  Then try installing again.
