That edge noise is just the nature of analog video. You can crop it off (using the Premiere Elements Crop effect) or you can use Applied Effects/Motion to enlarge your video so that fills your video frame and the edge noise falls outside of the frame.
I would agree that you should explore the use of the Premiere Elements Crop effect to remove your edge noise.
But there is no Applied Effects/ in Premiere Elements 9.0/9.0.1. There is in version 11, 12/12.1, and 13/13.1.
So, I would offer the following details for Premiere Elements 9.0/9.0.1, working in the Timeline workspace
and dragging the Crop effect into your Timeline file.
For the edit of the Crop effect, click on "Edit Effects" at the bottom in the Effects area.
That will bring up the Properties Palette with the Crop Panel which you expand to see its settings and, if you need it, the Motion Panel is also in the Properties Palette. You might bypass the Motion Panel, by using the Zoom option in the Crop Panel expanded in order to get rid of the black border from cropping that you now have at the bottom of the image.
