It sounds like you are very new to AE. Have you seen this: Basic Workflow
You told us a lot about your system but nothing about your comp. Usually you would do a dissolve type effect by animating the opacity of a layer over time. Tell us or show us your composition including the timeline with all modified properties of the layers in question revealed. You do that by selecting the layers in question, pressing the "u" key twice, then capture a screenshot and drag the screenshot into the Reply form field on this forum.
Yes, I'm very new. I've only been working with it for a few weeks.
I've got the dissolve working properly in the timeline, and it works great in the RAM preview. The problem is that when ever I render the composition, the dissolve effect won't render with it.
Forgive me if I won't include the actual photo, I'm not sure if those involved would want me uploading their picture without their permission.The dog photo serves as adequate example though.

Why are you using the Block Dissolve effect rather than the opacity property for the layer?
The problem is that you're RAM previewing at half-resolution, but rendering at full resolution and something about the Block Dissolve effect doesn't like to play that way. Effects can render differently depending on the resolution.
Just animate the opacity of the layer instead (or add more blocks to your Block Dissolve).
