What's not working exactly?
Weebly is an online content management system site which basically means that there are several thousand lines of server-side code behind every Weebly web site. Long story short, you don't have all the necessary files. HTML is just one part of the total equation. You also need everything else Weebly tosses into their proprietary soup which they won't give you.
Tell your student to rebuild the site in DW.

With the line "...and the converted html..." I was assuming they had taken the final output html from a browser and brought it into DW to edit. My guess is the page isn't appearing the same way it did in the browser possibly because they're missing one or more .css or .js files that are attached to the online page (the links would be there but the files wouldn't be if they did a copy/paste from View Source in the browser).
Without more info from the OP, there's really no way to tell..
