What version of Premiere Elements is involved and on what computer operating system?
You need an Adobe ID and Password and serial number for the Premiere Elements installation/Sign In process, so what is this "request code" that you seek?
Where did your new copy of Premiere Elements come from? Was it a purchase from Adobe direct or some place else? Did you purchase a regular version or one of the student/teacher editions.

So nice of you to write. I think I fixed it. I upgraded the Adobe Management software and Elements 12 was able to connect to the web and recognize the serial number and all.
Adobe Phone support was no help at all. Zero. Zilch.

Wonderful news. And, you did a great job of identifying and resolving your Premiere Elements installation/Sign In issue. That type of issue is particularly difficult to resolve, so you did well.
For me, Premiere Elements 12/12.1 was probably the most challenging to reinstall after an uninstall. The following two write ups evolved from those episodes, and the solutions described in the following links worked for me.
