That's an Illustrator task, not so easy and perfect possible in InDesign.

There are several ways you might go about it, depending on the desired end result. Envelope and mesh distortions come to mind. Or, if the frame section where the text will appear is cylindrical, you could use the 3D tools to make a cylinder of similar size and orientation, then map your text to its surface. When it's right, break the text away and apply it to the frame.
in indesign or in illustrator with pen tool just draw path near the edge of your bicycle frame design, then select the "Type on a path tool".
Position the tool on the path and when a plus sign appears beside the mouse pointer, click on the path and type your text.
