You could just turn off the "use source timecode" pref? Otherwise your post is way too generic and vague to realyl make sense of it. You have not provided any proper system info nor even told us your version of AE.

If you are getting something other than 0 when you create a new comp then just delete the start time in the Composition Settings when you create your next new comp and AE will remember the settings including the length of the new comp the next time you create one:

Mine works as designed. I would suggest the you delete your preferences by holding down the Alt/Option + Ctrl/Cmnd + Shift key when you open the app or by browsing to your preferences file and deleting it.
