Could you please specify the operating system of the computer and exact error message?
The error message means that the installation of the Creative Cloud Application was not successful. I would recommend uninstalling the application, manually removing the folders listed below, and trying the installation procedure again.
WINDOWS :: C:\Program Files (x86)\Common Files\Adobe\OOBE & C:\Program Files (x86)\Common Files\Adobe\AdobeApplicationManager .
MAC : /Library/ApplicationSupport/Adobe/OOBE & /Library/ApplicationSupport/Adobe/AdobeApplicationManager.

Removed both files on computer (Yosemite 10.10.2). Fixed permissions and repaired boot drive for fun. Same issue. Here is the message.
The installer does not function, duh I know that. It gets halfway through downloading the new files and then throws this message every time.
What is your next trick. I didn’t think Adobe would be this bad for service. I will have to suspend any creative cloud payments until this is resolved. I will not hold my breath.
Launch Activity Monitor and "Force Quit" all the process related to Adobe like Creative Cloud, CoreSync, AAMupdater, AAMupdater notifier, Adobe Crash demon from Activity monitor.
Click on the Finder and look for the options listed next to Apple Icon located at the top left corner of the Desktop screen and click on "Go" menu button and select "Utilities" option.
Locate Adobe Creative Cloud and Adobe Application Manager folder under Utilities window and trash both folders.
Trash Adobe Creative Cloud from Applications well.
Click on the below link and download & run Adobe Cleaner tool :
Select the option "Adobe Application Manager for Mac OS X 10.6" and then click on "Clean up Selected" .

Click on the below link and download Creative Cloud Installer file and use the same to install the Creative Cloud Desktop application.

It did fix the issue. But the cleaner I let clean all applications, creative cloud was not one of them too. Now my PS CS6 is gone but it really doesn't matter as I am reloading all of the cleaned CC applications now. Don't know what occurred but pulling it out was more involved than it should be. Hopefully I can continue with my work. This forum worked well while support from Adobe was non existent.
You can install PS CS 6 from Creative Cloud app only. it is included with your subscription as well.
Launch Creative Cloud desktop app.
Under Apps tab , click on the drop down option named " Filters & Versions" .
It will open drop down menu , then select " Previous Versions" option.
Then locate Photoshop under Apps ,, click on Install button .
It will prompt options CC 2014 , CC and CS 6 ,
Click on CS 6 , it will start installing Photoshop CS 6 .
