Downloaded and installed Lightroom CC 2015 on PC running Windows 8.1. The program would not start with all usual methods. Restarted computer several times and also uninstalled and reinstalled Lightroom CC 2015. It should be noted that Lightroom 5.7.1 seems to operate normally. I see one other person has experienced similar problems. Any help would be appreciated.
The solution for most folks is to open their Creative Cloud App, click the gear, click Preferences, Sign Out and then Sign back in.

Thanks Rick Flohr you were right on! All I had to do was sign out of CC and then sign back in and then the program came alive and we generated a new catalog and this glorious new program opened successfully! Thanks Again! Clyde Wilkes
