Do you have the latest version 6.0 of Lightroom running. If so could you try to re-sign-in via the Help menu and let me know if it helps. Btw. Are you on Mac or Win platform? - Guido

We have seen some instances on Windows where a user’s settings do not have TLS support enabled and in this case the user will be unable to connect to certain servers. This can be fixed by:
1. On the Internet Explorer Tools menu, click Internet Options.
2. In the Internet Options dialog box, click the Advanced tab.
3. In the Security category, check Use TLS 1.0, Use TLS 1.1, and Use TLS 1.2 (if available).
4. Note It is important to check consecutive versions. Not selecting consecutive versions (e.g. checking TLS 1.0 and 1.2, but not checking 1.1) could result in connection errors.
5. Click OK

Explorer Internet security is set correctly. I also use Chrome, but unable to find TLS settings in that browser. Mobile sync and Publishing Services still do not connect with the internet.
I'm having the same issue. Unable to sync photos with lightroom mobile. Please help.
