Hi,
I originally had spinning wheel forever and deleting OOBE did not help the issue.
I just uninstalled all Adobe products from my Windows 7 desktop, including an old Air installation from 2010.
I have also since performed the Adobe Cleaner Tool. So, I think I am ready to re-download the Cloud and try again.
Do I need to install Air first? Do I need it at all?

If you had uninstall all Adobe apps ,.
It is ideal to remove / rename Adobe app associated folders as well in order to avoid conflict with new installation.
So that you can perform fresh and clean installation.

Locations of Adobe folders :
C:\Program Files>Adobe.
C:\Program Files(x86)>Adobe.
C:\Program Files>Common Files>Adobe.
C:\Program Files(x86)>Common Files>Adobe.
C:\Program Data>Adobe. (Hidden by default)
Press Windows button (located between Ctrl and Alt buttons) along with R button together at a time , you will get a run command window.
Type in below command and hit 'Enter' key.
appdata
It will open Appdata folder.
Open it ,you will get 3 folders .
Local ,
Local Low
Roaming.
Each one will have Adobe inside remove/rename it.
Then download and install Creative Cloud app and check.

Thank you for the tips! I found a lot of Adobe folders in my C: drive, because I have been dealing with this issue since March.
Some are labeled OLD and others are not.
I'm going to clean these up and throw a lot of them away, since they don't need to be there.
Do I need to install a new version of Air, or is that necessary at all?
