Premiere Elements 13 on Windows 7 64 bit.
Does the problem exist with and without the antivirus and firewall(s) disabled?
Do you have the latest version of QuickTime installed on your computer with Premiere Elements? And are you running the programs as administrator?
Is your video card/graphics card driver version up to date according to the web site of the manufacturer of the card?

I found what was the problem. I use my presonnal account adobe id to by PRE 13 for my compagny so i made a change during the paiement (i put a n° TVA). After that i think that my account was considered as a proffesionnal account.
So when i needded to connect to my account id while launching Prmeiere, i had to select the connection with a proffessional ID.
And it Works.
