Is it only ruler guides, and not margin and column guides? And the shortcut Cmd+; (semicolon) doesn't make them hide/and/show?
It isn't because you are in Preview mode, is it?
The only time I have ever had quirky trouble with guides was whenever I made a new document, and in the new document dialog box, I had turned on the Preview switch. If I leave that off, I don't see the come-and-go problem of disappearing guides.

No, I am not in preview mode. The column and margin guides are showing. The really odd thing is that this is a 3 page document. I can drag ruler guides and see them on page 1 but not on page 2 & 3. So... I'm quite baffled. And... this is not the first time I've had this problem. Any other thoughts?
Have you had a look around in Layers and Master Pages? While in there, do a select all? Just wild guessing with you.
Well, I'm working on a single layer and I haven't set up any Master page styles in this document. Not sure what you mean to do after selecting all. Then what? I'm not following... but thanks for brainstorming with me.
Possibly guides are set to be in back, and they are being covered?
You should check Preferences > Grids > View Treshold.
After that select all guidelines using Comand+Alt+G and then do right click > Ruler Guides > View Treshold.
Set the same treshold to all guidelines. Possibly it could help.
