Unfortunately there is no Creative Cloud App installed on my computer yet.
I tried to install one, but the result looked rather familiar: "Creative Cloud ist eine Desktop-Anwendung, daher sollten Sie sie von Ihrem Computer aus herunterladen."
I'm sorry to reply to such an old entry, but I have exactly the same problem and your answer or any web search isn't of any help. Because as pointed out by "achimbode" he wasn't even able to download the any application and received a message - I have the same issue.
So, when I open your provided link all is good, I see a website with a download button in the top right, but as soon as you click the download button the following message shows up.
The message says in German "Creative Cloud ist eine Desktop-Anwendung, daher sollten Sie sie von Ihrem Computer aus herunterladen."
Run a translator for it, or is this really what you want to say:
"You are NOT on a Computer" - I AM, it's my working DESKTOP COMPUTER, I've opened this website with a browser from it!
So in short:
I would love to download the app, but I can't because of this. I know I ran into this already but I don't remember the solution. It's every time when you upgrade or change the system that this problem appears. Please document it, solve it, it's a pain like this.

Use Safari not Firefox as a browser.
